Photoshop is the industry leader when it comes to graphics, it's easy to use and fast. I find it very useful for creating grids for spritesheets or just generally managing game assets. Also it is reasonably priced - View Website

If you have a tight budget GIMP is worthy contender for your graphical needs. It's FREE and super fast. I do use this occasionally for just ease of use - View Website

APP Builder Software

Intel XDK is a fantastic piece of software, not only is it a code editor but it will also wrap you HTML5 games for the App stores such as Google Play and iTunes. Plus with its companion APP you can test out your games on a mobile device before submitting it to the APP Store. Also it is FREE - View Website

Graphic ASSETS

opengameart.org is an excellent resourse for asset files for games, whether you need tileheets, graphics, sounds etc its all here, most are in the Public Domain but some may need an attribtion link back, so just check the t & c's - View Website
